Contacts, Groups and Permissions
WebTemplate always runs in the context of its current Contact. Which actions in WebTemplate that can be peformed will be determined by the permissions of the current contact. If no contact has logged in, it will use the Public contact.
The permissions a contact will have will be determined by the type of the contact and the groups they belong to
There are three types of contact:

General Contacts
These contacts cannot log in and when viewing a website will always do it in the context of the Public contact

Members
These contacts can log into the front end of a website. Through The Site Builder, pages can be set to be only visible to Members or certain Member Groups

Administrators
Administrators can log in to the front end and back end of a website. Permissions can be assigned to Administrator groups to determine what they can do in the back end.
Correspondingly there are three types of Groups
